Nash is right. 3rd party developers are too lazy to use the more efficient way of tackling the PS3's more complex architecture.
IBM have recently thrown out a compiler for the Cell processor in order to help developers use the SPU's more effectively, so within the next 6-8 months you can expect to see some nice improvements...
Look at the results when dedicated developers work on the PS3... GT5, Killzone 2, FF13, MGS4 all look amazing.
