Some games use world wide online servers (Everyone can play against everyone, lower latency with closer players obviously)
Some games connect users to determined by what region there PS3 is (All NA machines play with each other, all EU machines play amongst each other. I think AU is a different region).
Some games connect users based on the region the game was produced for (All NA games play with each other, all EU games play amongst each other, etc.)
I believe most of the big games are world wide, while the more niche games are determined by region probably due to poorer netcode
Also buying an NA PS3 means you won't be able to play PAL PS1/2 games, watch DVDs that aren't Region 0/1, Watch Blu Rays that aren't region A.
