I can only speak from the WRs standpoint but when a WR is on LOS he's not allowed to move before the ball is snapped or go in motion before the ball is snapped. but if a WR is not on the LOS he's allowed to go in motion. how you see define a false start for a WR is if the WR on the LOS is taking a step forward or kinda like moving out of his WR stance before the ball is snapped...then that's gonna be a flag on the WR... the WR on LOS is not to allowed to move out of his WR-stance.... it's basically the same with the O-line when they are on LOS they are not allowed to move out of their stance or move before the ball is snapped....
