Martin explained it for WRs.
There's certain positions on the field that have 'stances', which you can't move out of. The exception being of course an audible or a shift in the formation, where you're allowed to move backwards before the snap.
The only player allowed to move before the snap, and the only player allowed to mimic like the play has started is the QB. Every other position on the field has a set stance that they must be in once they get into the stance (even RB).
False start is basically mimicking like a play has started by jumping forward in an effort to make the defensive players jump offside/jump too early.
