A few things to try,
•Make sure your browsers are up to date
•Uninstall Flash, and reinstall with the latest version for a clean install

First, what OS are you using?
Second, its not a problem I have encountered, but I suggest trying to reboot in Safe Mode, then try and empty it...
On startup press F8 for Advanced Startup Options, and pick Safe Mode.

How big is your HDD (hard drive), and how much space are you taking up?
From what you have written I would suggest investing in an External HDD to free up some space, or even archive files and such you no longer need onto DVD's or some other media.
RAM will not fix issues with space on your HDD. Freeing up some space and upgrading to more RAM more than likely will help.
