Wait I think he means saving a game as in saving game data, not save games you can download and put them on. Yeah of course you can save your in game data on it!

Ive heard that if you take the disk out while your playing you can still play the game for some time after, but thats it.

no actualy you should be able to since i no you were able to do it on the ps2, but since its the ps3 im not sure
