I had it in VIP but it wasnt getting much activity so Ill post it here

Download then after you run it go into the vice city folder and click "unpack" and let it run then you should be all set. The audio in the cutscenes doesnt work but besides that everyone else talks fine and audio is good. Only cutscenes.

that file is 239 MB but after it extracts out the files when you run it there will be like 800 mb worth of stuff..
