probably, so for people under 17 your best bet to buy M rated games is to find a place that's forte is not selling video games(hollywood, blockbuster ect.).
But to be honest, your chances are low because recently stores have really locked down on selling M rated games to minors. Get somebody older to buy it for you

Actually that reminds me of a funny story, one time I was at best buy and I was buying a 360 controller and waiting in line. Then this kid that looked 13 maybe 14 walked up to me and asked if I could buy halo 3 for him and he tried to hand me his cash. I refused cus I really didn't wanna get in trouble for some kid I didn't know(though I really doubt best buy could do anything about it).
But I was tempted to take his money and just leave the game at the counter and say to the cashier "meh, I really don't wanna buy this anymore" then just walk through the door after I bought my controller and pretend the money was mine. I mean could he really prove it was his?:ROFL:
But then again the little brat would probably whine to me about it until I got into my car and drove away. Not really worth it.
