It's an invitational tournament in the Netherlands where club teams, national teams, college teams, basically any type of basketball team on a 'professional' level can be invited.

Can anyone confirm whether this is with Bulgarian or Dutch commentary?

I'm from Bulgaria and I was very interested in this game. There was not much interest in basketball in Bulgaria in '96 and very little information so I didn't know about this game until I saw it posted. I downloaded it, I haven't seen it yet but I can tell you the commentary is Dutch. Also, one thing I noticed - on the Tar Heels roster there is a Bulgarian player - Vasil Evtimov. He played in Europe after his time with UNC and I believe he played internationally for France.
