The two and the one spot are so interchangeable, and the difference actually came down to a rather boring distinction — Phil Jackson took 2004-05 off, but Gregg Popovich coached.

This is why Popovich is first, and even so, it's interchangeable. Personally I'd have Phil at number one because of how many times he's been to the Finals in the last decade and how the Lakers have always been in the playoff mix (Not that the Spurs haven't, but the Lakers have been to the finals 3 more times).

Phil should go 1, Popovich 2, and I don't really care about the rest.

I don't see it as an insult to be under popovich though he's a great coach, but yea, Phil Jackson will always be surprisingly underrated simply because of the players he's had around him. But at least this guy pointed out that both had some great players. I'd like to see Avery Johnson somewhere in the mix.
