There is no such thing as toning muscles!!! it is either building muscle or not!... to get more muscle tone it all comes down to body fat %.... which is that layer for skin/fat over your muscles.. and you don't have it....

If i were you man... I would work out, your body fat low which is good, you will be able to see your results as you are cut...
I think for you, you are a ectomorph bodytype, characterized by long and thin muscles/limbs and low fat storage; usually referred to as slim.
Now it will be hard for you to put on weight just from working out.. The most important thing for you along with weights is eating properly...
I was thin also, it worked out for 6 months and it didn't do much, as i didn't eat properly but once i did i gained muscle... I weight 205 pounds now..
So for you, you are really thin, you need to eat 6 times a day, every 2-3 hours and have the portions or 60% carbs, 20% protein, 20% good fats (it is usually 40/40/20 but you are an ectomorph so you need to eat more carbs as your body burns the up really well).
Make sure you have low GI carbs accept for after workouts which are simple carbs (faster releasing energy) as you need it back quick...
Good fats - olive oil, fish oil etc look them up
Protein - make sure its lean... Chicken, Tuna, fish, Egg whites, Red meat, nuts, and shakes..
I've given you what u need, u just need to look it up and do somemore research for yourself...
Remember EATING IS IMPORTANT especially for you... and the portions aren't the same as your normal meals they are less but more frequent..
find a good weight program, and change it every 4-6 weeks... remember stay in the gym no longer than 60 minutes try and keep it to 45 mins, with 90 seconds rest between sets...
And try to cut down on aerobic activities, as this will tax your CNS (central nervous system) and make it harder to make gains...
